- A young, but vibrant History continues
Prior to NCTV (Nevada County TeleVision) was FCAT (Foothill Community Access Television). FCAT was established by resolution of the Grass Valley City Council on July 13, 1993. The Council appointed a Public Education and Government Cable Access Committee to oversee the formation process.
Articles of Incorporation were filed with the Secretary of State of California on December 7, 1993 organizing Foothills Community Access Television as a non-profit public benefit corporation to provide classes and television technology to the general pubic and to operate Western Nevada County’s public assess television station.
The Corporation was organized and operates exclusively for charitable purposes with the meaning of section 501© (3) of the Internal Revenue Code. Contracted services were provided to the City of Grass Valley under provisions of an agreement with the City made January 26, 1994, which delegated responsibility for operating the public, educational and governmental access (PEG) facility to Foothills Community Access Television.
The County of Nevada, California, was provided public access services also, under contract dated September 14, 1999.
Programs were cablecast on Comcast Channel 11 from St. Joseph’s Cultural Center at 410 South Church Street, Grass Valley, California. Comcast distributed the signal to 11,200 housholds in Western Nevada County, according to the most recent figures available in 2002.
NCTV began March 1, 2004 after FCAT closed its operation end of
February. It took 6 weeks to build the station and install the
cablecast equipment and NCTV went on the air as promised April 15, 2004.
Since that time we have been cablecasting from 6am to mid-night or
beyond. Soon we will go 24/7 but we need a bit more funding for staff
to accomplish this.
In the meantime, we have been working to complete the large studio A and
are in the process of installing acoustical foam. Studio B, a live-link
studio, will slowly come about as we acquire more equipment.
Sierra College and R.O.P. classes will begin in the fall and by that
time we will have a full compliment of editing suites, 3 Mac G-5s with
Final Cut Pro and 3 state of the art PC's with Adobe Premier Pro, as
well as the one PC we have operating now with Adobe Premier 6.5.
It will take a full year to develop programming involving student
classes. During that time we hope to conclude a new Comcast contract
with the cities and County which will provide better funding and more
channels.
